List Of Civil Service Exam Requirements: Qualification Requirements And Application Requirements

If you are planning to apply and eventually take the Civil Service Exam or Career Service Eligibility Exam, you need to be fully aware of the requirements. Based on documents put forth by the Civil Service Commission, here are the complete lists of requirements for the tests and exams (Professional and Sub-Professional Levels). Keep in mind that anyone can take the exam regardless of educational attainment.

Civil Service Exam Qualification/Admission Requirements
1. You have to be a Filipino citizen. Applicants holding dual citizenship under Republic Act 9225 (Citizenship Retention and Reacquisition Act of 2003) may apply for and take the examination upon presentation of original, and submission of a photocopy of Certification of Retention/Reacquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.
2. You must be at least 18 years old on the date you file your application. For example, if you are planning to take the Civil Service Exam on March 18, 2018, make sure that you have celebrated your 18th birthday before you apply to take the test.
3. You must be of good moral character.
4. You haven’t been convicted by final judgement of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs. Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and under existing Civil Service Law and rules.
5. You haven’t been dishonourably discharged from military service, or dismissed for cause from any civilian position in the government.
6. You haven’t taken the same level of Career Service Examination, regardless of mode, within the last three months before the date of examination.

Civil Service Exam Application Requirements
1. Fully accomplished Application Form (CS Form No. 100, Revised September 2016). Please note that the spaces for “Signature of Applicant” and “Right Thumbmark” on the application form should be left blank. These shall be accomplished in the presence of the CSC processor.
2. Examination fee of Five Hundred Pesos (Php500.00).
3. For applicants without date of birth in their ID cards, original and photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA, formerly National Statistics Office), or the Local Civil Registry (LCR) printed on Security Paper (SecPa).
4. For applicants holding dual citizenship under R.A. 9225, original and photocopy of Certification of Retention/Reacquisition of Philippine Citizenship issued by the Bureau of Immigration.
5. Four (4) pieces of identical and recent I.D. pictures. Specifications for these pictures are listed below.
6. Original and photocopy of a valid I.D. Accepted I.D.s are listed below.

Valid ID Cards Accepted for Civil Service Exam
1. NBI Clearance from the National Bureau of Investigation
2. Barangay ID
3. Police Clearance or Police Clearance Certificate with picture
4. School ID which has been validated for the current school year, semester, or trimester
5. Company ID or Office ID
6. PhilHealth ID which must contain the following information: complete name, clear picture, clear signature, and PhilHealth number
7. BIR ID: could be ATM type or TIN card type with picture
8. Voter’s ID
9. GSIS ID or UMID
10. SSS ID
11. PRC License from the Philippine Regulation Commission
12. Updated Passport
13. Driver’s License


Specifications for the ID Pictures for Your Application
1. Passport size (4.5 centimeters by 3.5 centimeters or 1.8 inches by 1.4 inches)
2. Colored with white background
3. Taken within three (3) months prior to filing of application
4. Printed on good quality photo paper
5. In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 centimeters below the chin
6. In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced
7. Showing left and right ears
8. Taken in full-face view directly facing the camera
9. With neutral facial expression, and both eyes open
10. With handwritten (not computer-generated) name tag legibly showing signature over printed full name in the format: First Name, Middle Initial, Last Name, and Extension Name, if any
